Transport, documents, customs

An international freight service ties the carriers, the paperwork and customs together.

Freight service International freight service

What an international freight service covers

From a pallet of spare parts bound for Ontario to machinery shipped from a U.S. plant to Mexico, an international freight service arranges the movement of goods between countries. That includes the transport on each leg, the shipping documents and the coordination with customs at both borders. This page covers the service itself, not any company with a similar name.

The work is shared. Carriers move the freight by air, ocean or truck. A licensed customs broker files the entries. Trucks handle the domestic legs to and from ports, airports and border crossings.

AirFreight.com covers the North American pieces: cross-border trucking to Canada and Mexico, air charter within North America and urgent domestic legs. Our team gives you one expeditor on those legs, and every shipment is monitored from pickup to hand-off.

Globe with logistics network
Service tiers International freight

Service types and tiers

When you compare international freight services, you will see the same tiers. Priority air flies on the next available flights for urgent freight. Standard air is booked on scheduled flights at a lower cost, and deferred air waits for space in exchange for a lower rate. Express parcel moves small packages door to door through one system.

Ocean freight moves as a full container, FCL, or shares a container, LCL. Cross-border trucking carries freight to Canada and Mexico dock to dock. Air charter reserves an aircraft, and hand carry puts a courier on a flight with a small, critical item.

The cheapest option is usually the slowest one that still meets your date. We provide access to the North American tiers, from cross-border trucks to charters. It's also why AirFreight.com asks for the real deadline first.

Parcel or freight International freight

Parcel or freight

While small boxes often travel more cheaply as international express parcels, larger shipments move as freight. A shipment is usually treated as freight when it is palletized or crated, when it is too heavy or large for parcel limits, or when it needs special handling such as a forklift, a liftgate or dangerous goods paperwork.

The choice changes more than the price. Freight is documented with a bill of lading or air waybill, booked on a mode, and cleared through customs by a broker. Parcels usually come with clearance built into the service.

For heavy or bulky international shipments, freight provides a balance of capacity and cost that parcel service can't match. This makes freight the practical choice once the load is on a pallet, and AirFreight.com moves those pallets within North America.

Cross-border capacity

Cross-border truck capacity stays tight into 2027

Driver shortages and border disruptions are reducing usable trucks between the U.S., Mexico and Canada, and the squeeze is expected to last.

Truck driving on the open road

What is happening

According to FreightWaves, about 25,000 Mexican freight drivers have had U.S. visas withdrawn, and cross-border capacity is expected to stay tight into 2027.

Why it is happening

Border restrictions cut daily crossings sharply in September, and weak northbound freight from Canada makes return loads hard to find.

Trucks move most of the value of U.S. freight, including the loads that cross into Canada and Mexico.

Air carries a large share of trade value, which is why urgent cross-border freight often flies.

Air cargo spot rates rose sharply this year, so matching the mode to the deadline matters for cost.

International Freight Service Questions Answered

What is an international freight service?

An international freight service arranges the movement of commercial goods between countries. Depending on the provider, it can include booking transport by air, ocean or truck, preparing or checking shipping documents, coordinating customs clearance through a licensed broker, and arranging pickup and delivery at each end. Some providers handle the whole trip, while others focus on certain legs, such as cross-border trucking or domestic moves to ports and airports. Shippers choose a service based on the mode they need, how urgent the shipment is, where it is going and how much of the process they want handled for them.

What is priority air freight?

Priority air freight is the fastest tier of scheduled air cargo service. Shipments are booked on the next available suitable flights and given priority for space, loading and handling, which shortens the time between acceptance and departure. It is used for urgent freight such as replacement parts, production materials and time-sensitive goods that cannot wait for standard space. Priority service costs more than standard or deferred air. When even priority space is not available or not fast enough, shippers may use a hand carry for small items or an air charter for larger or oversized freight.

What is deferred air freight?

Deferred air freight is a lower-cost tier of air cargo in which the shipment flies when space is available rather than on the first possible flight. The airline or provider uses deferred freight to fill capacity, so the shipper accepts a longer and less predictable transit in exchange for a lower rate. Deferred service suits goods that need to move faster than ocean freight but do not have a firm deadline. It is not suitable for production-critical or perishable freight. Shippers should confirm the expected range of days before choosing deferred service over standard air.

What is a straight bill of lading?

A straight bill of lading is a non-negotiable transport document that consigns the goods to a specific named party. Because it cannot be transferred by endorsement, only the named consignee can take delivery of the goods. Straight bills of lading are common when the goods have already been paid for or when the shipper and buyer have an established relationship, so there is no need to use the document as security for payment. Local rules vary on whether an original must be presented to release the goods. It contrasts with an order bill of lading, which can be transferred.

What is an order bill of lading?

An order bill of lading is a negotiable transport document that serves as a document of title to the goods. It is issued to the order of a party, often the shipper or a bank, and can be transferred to another party by endorsement. Whoever holds the properly endorsed original can claim the goods at the destination. This makes order bills of lading useful in international trade finance, especially with letters of credit, because a bank can hold the document until payment is made. The original must usually be surrendered to the carrier before the goods are released.

What is a sea waybill?

A sea waybill is a non-negotiable ocean transport document that acts as a receipt for the goods and evidence of the contract of carriage. Unlike an order bill of lading, it is not a document of title, so the named consignee can collect the goods without presenting an original paper document. This speeds up release at the destination and avoids delays from couriering originals. Sea waybills are common between related companies and trusted trading partners where the document does not need to secure payment. They are not suitable when a bank needs to control the goods until payment.

What is an air waybill?

An air waybill is the transport document for air freight. It is the contract of carriage between the shipper and the airline and a receipt for the goods, listing the shipper, consignee, airports, pieces, weight and handling information. Each air waybill has a unique number used for tracking. An air waybill is not a document of title, so the goods are released to the consignee named on it. In consolidated shipments, the airline issues a master air waybill, and a consolidator issues house air waybills to each individual shipper whose goods are combined.

What is PARS?

PARS, the Pre-Arrival Review System, is a Canadian customs process that lets shipments be reviewed before the truck reaches the border. The customs broker submits the release information to the Canada Border Services Agency in advance, and the shipment is identified by a barcoded PARS number on the paperwork the driver carries. When the truck arrives, the border officer scans the barcode and can release the freight quickly if everything is in order. PARS helps avoid long waits at the crossing. It depends on accurate documents and on the broker filing in time before the truck arrives.

What is PAPS?

PAPS, the Pre-Arrival Processing System, is a U.S. Customs and Border Protection process for trucks entering the United States, often used for freight coming south from Canada. The carrier assigns a PAPS barcode number to the shipment, and the customs broker uses it to submit the entry to CBP before the truck arrives. At the border, the officer scans the barcode to find the entry and decide on release. Like PARS in Canada, PAPS speeds up crossings, but only when the broker has filed in time and the paperwork matches the freight on the truck.

What is transloading at the Mexico border?

Transloading at the Mexico border means moving freight from one carrier's trailer to another's near the crossing, so that a Mexican carrier handles the leg inside Mexico and a U.S. carrier handles the leg inside the United States. It is common because of differences in carrier authority and operating rules between the two countries, though some loads cross on the same trailer with interchange arrangements. Transloading adds a handling step and a point where freight is counted and checked. Packing the freight to withstand an extra transfer and coordinating the handoff closely keeps the shipment moving.
